1. When You Cannot Access the Property (When requested)
A property may be inaccessible for several reasons. In all cases, follow these steps:

A. Take Required “No-Access” Photos
Capture clear photos showing the issue:

Locked gate

Guard dog present
-
Posted signs (No Trespassing, Beware of Dog, Private Property)

Obstructions (vehicles, debris, fence)
-
Snow, flooding, or other environmental barriers
These photos must prove why you could not access the structure.
B. Attempt All Required Contact Steps

Make the required number of contact attempts (if applicable).

Leave door hangers when the order requires it.
-
Document time, date, and attempt results.
C. Provide Detailed Notes
Your notes must clearly explain:

Why access wasn’t possible
-
What attempts you made
-
What you observed at the property
-
Any indicators of occupancy
Vague notes lead to rejections. Be specific.
2. When the Property Is Unsafe
NMFS does not expect you to enter an unsafe environment. Your safety comes first.
A. Do NOT Enter if You Observe:

Structural instability
-
Roof collapse
-
Fire damage
-
Standing water or flooding
-
Mold, rot, or hazardous materials
-
Animal infestation
-
Criminal activity
-
Signs of squatters
-
Strong odors (gas, chemicals)
-
Unrestrained animals
If you feel uncomfortable for any reason, back away immediately.
B. Capture Photos from a Safe Distance
Take photos that illustrate:

Why the property is unsafe
-
What parts you could not access
-
Any visible damage
Do not put yourself at risk to get interior shots.
C. Provide Thorough Notes
Include:

Exact hazard observed
-
Location on the property
-
Why you could not proceed
-
Distance from which photos were taken
-
Any occupant/squatter interactions or signs
These notes allow NMFS to justify the status to the client.
3. What to Do If a Person Confronts You
If someone approaches you:

Be polite
-
Show your work order explanation sheet (if you carry one)

Never argue
-
Never force access
-
If they tell you to leave, leave immediately
-
Document the conversation in your notes
If you feel threatened:

Leave the area
-
Call your local non-emergency police line if necessary
-
Notify NMFS as soon as possible
4. Required Documentation for No-Access or Unsafe Conditions
To avoid rejection, make sure you always provide:

Clear photos
-
Detailed notes
-
Contact attempts documented
-
Door hanger placement photo (if required)
-
Explanation of any deviations
-
GPS-enabled images
No-access work orders get rejected more often than any other type — details matter.
5. When to Contact NMFS Immediately
Reach out right away if you encounter:

Aggressive individuals
-
Police presence
-
Hazardous materials
-
Squatter camps
-
Signs of break-ins
-
Major structural collapse
-
Any situation that seems unusual or dangerous
A short call or email can prevent serious problems later.
